That's Windows Steam, isn't it? Doesn't look like Mac version to me, lol. I mean the Mac menu bar (defaults to the top of your screen) where it has the date & time, wifi, battery, etc. The left side of that bar is controls for the current application and for Steam in particular it includes 'Preferences' under the options there.
